NOTICE OF PUBLIC SCOPING MEETING
The Texas Department of Transportation (TxDOT) is preparing an Environmental Impact Statement (EIS) for the proposed State Highway (SH) 190 (The East Branch) project to construct a new location six-lane roadway system from Interstate Highway 30 (1-30) at the President George Bush Turnpike interchange south to 1-20 within southeast Dallas County. Cities within the project area include Rowlett, Sunnyvale, and Mesquite.
The meeting will be held at Sunnyvale Middle School, 216 North Collins Rd., Sunnyvale, TX 75182, on Tuesday, March 27, 2018, from 6:00 p.m. to 8:00 p.m. The Public Scoping Meeting will be an Open House format with no formal presentation. The purpose of the public scoping meeting is to present the project studies completed to date and identify relevant issues related to the proposed SH 190 project as part of the National Environmental Policy Act (NEPA) process.
This public scoping meeting will provide an opportunity for participating agencies, cooperating agencies, and the public to review and comment on the draft Project Coordination Plan, the project purpose and need, and the range of alternatives developed to date to be considered and evaluated in the EIS.
The proposed SH 190 project is an approximately 11-mile proposed new location six-lane roadway within an approximate 350-foot right-of-way. Viable alternative alignments and potential transportation modes, including the No-Build Alternative and the potential for toll-application to the build alternatives have been examined. Refined alternative alignments (based on previous public meetings) and evaluations of these refined alternatives will be on display.
Maps, showing the project's location and geometric design will be available for viewing at the public scoping meeting. Project personnel will also be available to assist in orientation and explanation of the drawings and other materials on hand. This will also offer the opportunity to ask questions in a one-on-one setting. All interested persons are invited to attend this Public Scoping Meeting and express their views on this proposed project. Written comments from the public regarding this project are requested and will be accepted for a period of 30 calendar days following the meeting.

Written comments must be postmarked by April 26, 2018 to be included in the Public Scoping Meeting Summary.
Persons interested in attending this meeting who have special communication or accommodation needs are encouraged to contact the TxDOT Dallas District Public Information Office at (214) 320-4480 at least two (2) working days prior to the Public Scoping Meeting. Because the Public Scoping Meeting will be conducted in English, any requests for language interpreters or other special communication needs should also be made at least two (2) days prior to the Public Meeting. Every reasonable effort will be made to accommodate these needs.
The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by TxDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 16, 2014, and executed by FHWA and TxDOT.
